Even forums populated by some of the SEO experts contain out of date and wrong information. Because of the contradictions you have to be an expert already to decide if what you are reading is correct or not

However there are the occasional sites with quality information. Try http://www.seo-blog.com/ and the free tutorial http://www.seo-blog.com/tutorial.php

you can keep yourself updated by reading articles.

Use rss reader and add some rss feeds for popular seo blogs and use should be fine.

You can also use software like article extractor to read articles
